Burnley's Emerging Local Plan

The Council is drawing up a new planning framework for Burnley – a new Local Plan to replace the Burnley Local Plan Second Review of 2006.

The new Local Plan will cover the whole of Burnley Borough and look ahead to 2032. It will provide the statutory planning framework and set out the overall strategy for development, allocate many of the sites that are needed to accommodate new development and set out policies on how planning applications on allocated and ‘windfall’ sites will be judged.

What has happened so far?

  • Consultation on 'Issues and Options’ in Spring 2014

  • Consultation on some 'Issues and Options Additional Sites' in late summer 2014

  • Consultation on 'Preferred Options' in summer 2016

What happens next?

The Preferred Options consultation responses are being considered and the next draft of the Plan is being prepared.

The next stage will be the Proposed Submission version i.e. a final draft of the Plan. This will be considered by the Council’s Executive and at full Council in March 2017.

It will then be published for final representations over a 6 week period starting on 12 April 2017. The final representations made at this stage will be considered by an independent Inspector appointed by the Secretary of State who will conduct an Examination of the Plan to consider whether it is ‘sound’ and legally compliant.

Proposed responses to the comments received at Preferred Options will be published alongside the Executive and Council Report in March 2017 so that people can see how their comments have addressed.

Updated Evidence Base

In preparing the Proposed Submission Document, a number of new or updated evidence base studies will been prepared and these will be added to the Evidence Base page under "In this section" menu on the right hand side of this page.
