Item 9 - Local Development Scheme 2012 – 2015 and Local Plan Preparation 
To seek approval to revise the programme through an updated Local Development Scheme covering the period 2012 – 2015 and to tender and appoint suitably qualified consultants to carry out a Retail, Office and Leisure study of the borough (report attached).
Item 10 - Former Towneley all weather pitch 
That the Executive approves the release of £48,375 allocated to development of a pay and display car park on the site of the former all-weather pitch, Towneley (report attached). 
Item 11 - Play Area Improvement Programme 
To seek approval to revise the capital programme and increase the budget for Play Area Improvement Programme and secure the release of the resources identified to fund expenditure scheduled for 2012/2013 (report attached). 
Item 12 - Traffic Regulation Order Sub-Committee appointments
To seek appointment of three Members of the Executive to serve on the Traffic Regulation Order Sub Committee. The terms of reference are to amend or confirm Traffic Regulation Orders or refer them 
to the Executive for a decision. 
Item 13 - Weavers Triangle Joint Venture Company
To appoint the Leader, Chief Executive and the Director of Economic Regeneration as Directors to the Weavers Triangle Joint Venture Company. 
The Joint Venture Company has an overseeing and guiding role and is the mechanism through which the detailed development proposals are discussed with the Developer before submission to the Council for sign off.
Item 14 - Pennine Lancashire Building Control Joint Executive Committee 
To appoint the Executive Member for Housing and Environment, with the substitute being the Executive Member for Resources, to the Pennine Lancashire Building Control Joint Committee. The Committee is constitutionally and legally an Executive joint committee between Burnley and Blackburn with Darwen Local Authorities to oversee the building control service including the enforcement of building regulations in the joint area. 
Item 15 - Pennine Lancashire Leaders and Chief Executives Joint Committee (PLACE) 
To appoint the Leader, with the substitute being the Deputy Leader, to the PLACE committee. The Committee is constitutionally and legally a statutory joint committee between Burnley and other Pennine Lancashire Local Authorities to oversee the role of Regenerate Pennine Lancashire.
