(a) Burnley Capital Housing Investment Programme 2010/11
To seek approval for the revised capital element of the Burnley
Housing Investment Programme 2010/11 to £13,279,667 (report and
relevant minute enclosed)
(b) Revenue Budget Monitoring – Cycle 1
To seek approval for the net decrease in budgets resulting in transfers
to earmarked reserves as shown in Appendix 2 (report enclosed,
relevant minute to follow).
(c) Capital Budget Monitoring 2010/11
To seek approval for the revised Capital Budget totalling £19,634,603
as outlined in Appendix 1 (report enclosed, relevant minute to follow).
(d) The Burnley Wood (Branch Road) Compulsory Purchase Order 2010 41
To seek approval for the forward commitment to meet the estimated
costs of delivering the scheme in 2011/12 as detailed in paragraph
(report enclosed, relevant minute to follow).
(e) Changes to Executive Arrangements
To seek approval for Changes to Executive Arrangements to comply
with the Local Government and Public Involvement in Health Act 2007
(report enclosed, relevant minute to follow).
(f) Amendments to the Redundancy Policy and Parts 3 & 4 of the
Constitution of the Council
To seek approval for amendments to the Council’s Redundancy Policy
and consequential amendments to Part 3 (Scheme of Delegation) of
the Council’s Constitution and to amend the Officer Employment
Procedure Rules and make consequential amendments to Part 4 of
the Council’s Constitution (report enclosed, relevant minute to follow).
(g) Review of the Council’s Constitution 2010/2011
To seek approval for the following revised parts of the Council’s
Constitution:
· Part 4.1 Council Procedure Rules (Appendix 2)
· Part 4.2 Access to Information Procedure Rules (Appendix 3)
· Part 4.4 Executive Procedure Rules (Appendix 5)
· Part 4.5 Scrutiny Procedure Rules (Appendix 6)
