Burnley’s Local Plan was submitted to the Secretary of State on 20 July 2017. The Secretary of State appointed an independent Inspector to Examine the Plan for its ‘legal compliance’ and ‘soundness’.

Main Modifications
Following the Examination Hearing Sessions held in November and December 2017, the Inspector proposed a number of Main Modifications i.e. changes to the Submitted Plan that he considered necessary to make it sound.
These Main Modifications were proposed without prejudice to the Inspector's final conclusions which were to be set out in his report and take account of the representations submitted in response to the Main Modifications consultation.

Consultation
Representations (comments) were invited on the proposed Main Modifications from Friday 9 March 2018 to midnight on Friday 27 April 2018. Please note that only comments on the Main Modifications were to be considered by the Inspector. This was not a further opportunity to comment on other matters set out in the Submitted Plan as these had already been considered by the Inspector.
104 representors responded to the main modifications consultation making 230 separate comments.
