A Developer Contributions Supplementary Planning Document (SPD) is being prepared by Burnley Council as part of its planning policy framework. The Council invited comments on a draft of the document for an 8 week period from 17 January to 13 March 2020. This consultation is now closed.
Thankyou to all those who made comments. These will now be carefully considered and the recommended responses together with a revised draft of the SPD will be presented to the Council's Executive in the coming months.
The Purpose of the SPD
The SPD will supplement the policies of Burnley’s Local Plan 2012-2032. SPDs elaborate upon the policy and proposals in Local Plans but do not have their formal statutory ‘Development Plan’ status. They are, however, material considerations in the consideration of relevant development proposals.
Policy IC4 of the Local Plan sets out the policy for seeking planning contributions and the SPD is intended to provide information on how this Policy and other policies requiring affordable housing or specific infrastructure will be interpreted and applied.
The SPD will cover contributions towards:
- Affordable Housing; and
- Other matters.
