A Developer Contributions Supplementary Planning Document (SPD) is being prepared by Burnley Council as part of its planning policy framework. The Council is inviting comments on a draft of the document as part of an 8 week public consultation starting on 17 January 2020 and ending on 13 March 2020.
The Purpose of the SPD
The SPD will supplement the policies of Burnley’s Local Plan 2012-2032. SPDs elaborate upon the policy and proposals in Local Plans but do not have their formal statutory ‘Development Plan’ status. They are, however, material considerations in the consideration of relevant development proposals.
Policy IC4 of the Local Plan sets out the policy for seeking planning contributions and the SPD is intended to provide information on how this Policy and other policies requiring affordable housing or specific infrastructure will be interpreted and applied.
The SPD will cover contributions towards:
- Affordable Housing; and
- Other matters.

How to Comment on the SPD
If you wish to submit comments on the draft SPD these should be received by the Council no later than 5pm on Friday 13 March 2020 in order make sure they can be taken into consideration. The Council’s preferred method for receiving consultation responses is via e-mail to email@example.com

A revised SPD will be prepared taking into account the consultation responses received and will be presented to Executive for formal adoption in Spring/Summer 2020.
