A Shopfront and Advertisement Design Supplementary Planning Document (SPD) is being prepared by Burnley Council as part of its planning policy framework.
The SPD will form part of the Council’s ongoing efforts to increase the vitality and viability of the Borough’s town centres. It has been prepared to provide clear guidance on how to achieve high standards of design in relation to shopfront and advertisements as required by Burnley’s Local Plan. Once adopted, it will become a material consideration to be used in the determination of relevant applications for planning permission and listed building consent. It will also be relevant to the consideration of applications for advertisement consent. Although applying principally to the town centres of Burnley and Padiham, there are a small number of shops in the Borough’s villages and in District Centres and the guidance will also be applicable here.
The Council is inviting representations on a draft version of the SPD over a 6-week period from Friday 1st February 2019 to Friday 15th March 2019.

Paper copies are also available to view at the Council’s Contact Burnley office and Burnley and Padiham Libraries during their opening hours.
How to Comment
Comments should be in writing and include your name and address and be received by the Council no later than 5pm on Friday 15th March 2019 in order for them to be taken into consideration.

Please note that your comments cannot be treated as confidential and can be inspected on request and may be published on the Council’s website. Your signature, phone number and email address will not be disclosed or published.
The Council will have regard to all comments received during the consultation period in preparing the final version of the SPD which will be presented to the Council’s Executive for adoption in Spring 2019.
